Where can I find the plotscripting dictionary?

An offline copy of the Plotscripting Dictionary is included with each distribution, and it is also available online:

This version is always the most current. It is updated every night (from the Source), and it may contain information about commands that are only available in the WIP versions. The official HTML version is built from this file.

This version of dictionary will be really useful if you don't have any internet connection at home. Just save the page.
