Extra hits?

Extra hits trigger every time an attack hits, according to this page. That doesn't seem right... I'm pretty sure every time I've used the extra hits stat, it only gave attacks a chance of being duplicated rather than automatically duplicating the attack every time. I know that in Okédoké extra hits don't always trigger, because if you give El Garbanzo the "Garbanzo" item (adds 1 to the extra hits stat) he'll sometimes only attack once and other times get an extra hit. So what actually determines how often extra hits are triggered? Is it a set percent chance, based on some kind of formula, or what? --FnrrfYgmSchnish (talk) 14:17, 10 March 2013 (PDT)
